Contents of a Water Charges Notice/Receipt

Taipei Water Department issues a water charges notice/receipt to water users once every 2 months. There are almost 30 entries in it, ranging from your water registration ID, quantity of water used in the period billed, to components of total water charges payable, as shown below.

1. Basic Water Charge Tariff (per user - per month):

Paid to Taipei Water Department to help finance depreciation and maintenance of water production, treatment, and supply facilities, this charge is determined by the caliber of feeder supply pipe to your water meter. It is independent of water consumption level.

3.Waste Disposal Charge Collected on Commission:

Entrusted by the Bureau of Environmental Protection (Tel: 2962-8121, ext.46, 47) of the Taipei Municipal Government, TWD collects this charge from water users in certain areas in the Taipei County. Residents in Taipei City and Yungho do not pay this charge at present.

5.Pumping Facility Maintenance Charge:

Pumping is required to deliver water supply to remote or high-elevation points of use, specifically on hill slopes and in mountain areas. Some of them may even need more than one step of pumping operations. Water users there should hence help cover the expenses of pumping facility maintenance, part of which is already subsidized by the Taipei Municipal Government:

6.Water Resources Conservation and Compensation Fees:

The Water Resources Conservation and Compensation fees is collected by Taipei Water Department on behalf of governing agency of Central Government pursuant to Clause 12-2 of Water Suply Act and Clause 2, 4 of Water Resources Conservation and Compensation Charge Regulations . The collected sum is to be applied specially for the infrastructure for Water Resources Conservation and Environment / Ecology Conservation in the Water Quality and Quantity Protecting Area, as well as feed back in public welfare and compensation to restricted land for local residence. The fee is calculated at Surcharge Rate (10%) of the Water Charge (excl. VAT)

Water Rationing

To cope with the chronic water shortages in the Taipei metropolitan area, Taipei Water Department has been cooperating closely on a long-term basis with Taipei Feitsui Reservoir Administration to control reservoir outflow and water service, and constantly monitoring reservoir water levels to decide on the timing of water rationing (if needed) based on analyses of weather, rainfall, and water use forecasts.

The Taipei Water Department has drawn up the Contingency Plan for Emergency Water Supply During Period of Drought in 2003 in compliance with the Guidelines for Implementation of Water Service Disruption and Restriction formulated by the Ministry of Economic Affairs. Should the situation warrant it, the Plan will be implemented in the following four stages, depending mainly on drought status and weather forecasts, in accordance with decisions of the Ministry of Economic Affairs and the Central Drought Relief Center.

Stage 1: Water pressure reduction during off-peak hours
Stage 2: Water service restriction
Stage 3: Rotational water service disruption among zones
Stage 4: Water supply in given amount at specified time

To cope with the chronic water shortages in the Taipei metropolitan area, TWD has formulated the Contingency Plan for Emergency Water Service during 2003 Drought Period. Besides, an Implementation Plan for Water Conservation in Greater Taipei has also been drawn up right after the conclusion of water restriction in July 2002, calling for continued promulgation and thorough implementation of water saving measures.

Among specific actions taken with respect to promulgation of water saving are: urging government organizations and all schools to install water-saving equipment (a survey will be conducted in April 2003), putting up water-saving signs and posters, broadcasting water-saving commercials, and installing modules for demonstration of water-saving equipment.

Meanwhile, TWD has been actively replacing old pipes and strengthening leak repairs to upgrade its distribution network, ensuring optimal utilization of the valuable water resources.

Report on status and achievements of water supply under reduced pipe pressure during night off-peak in Taipei.

A. Basis of Measure
Implementation of this measure is based on a reduction of the 1st working meeting of the Drought-Fighting Contingency Panel of the Ministry of Economic Affairs held on 4 March 2003.
B. Implementation Approach
Since 6 March 2003, most units of Taipei Water Department directly responsible for provision of water supply, including the Changhsin and Kungkuan purification plants as well as major booster stations at Zhonghe, Songshan, Tatung, and Gongguan, have begun to idle some pumps from midnight to 06:00 hours each day so as to lower pipe pressure for water service. The number of pumps to be idled or remain operating may be adjusted to ensure that water supply reaches even the terminal points of the distribution network.
C. Achievements
According to record for the period between 6 March and 31 May 2003, daily raw water inflow posted 2.648 million tons on average. That, compared to the 2.815 million tons daily registered in February 2003, represents a saving of 0.167 million tons, or 5.91% per day. A total of 14.48 million tons of raw water was saved in this 81-day period.
During the same period, on the other hand, treated water distributed to users averaged 2.311 million tons daily or 0.047 million tons less than the 2.358 million tons registered in February 2003, achieving a saving of 2.00%. Total quantity of treated water saved in the 26-day period reached 4.10 million tons.
Besides implementing this measure (water service under reduced pressure during night off-peak) as the stage-1 water conservation drive directed by the Ministry of Economic Affairs, the Taipei Water Department has also been striving to extend the duration as much as possible before raw water currently held in the Feitsui Reservoir is depleted. The on-going optimal economic-pressure policy, which calls for application of different pressures for water supply during peaks and off-peaks, will also continue.

Contingency Plan for Emergency Water Supply
During Period(s) of Drought in 2003

To cope with the chronic water shortages in the Taipei metropolitan area, Taipei Water Department has been cooperating closely on a long-term basis with Feitsui Reservoir Administration to control reservoir outflow and water service and constantly monitoring reservoir water levels to decide on the timing of water rationing (if needed) based on analyses of weather, rainfall, and water use forecasts.

In compliance with the Guidelines for Implementation of Water Service Disruption and Restriction formulated by the Ministry of Economic Affairs, Taipei Water Department has drawn up this Contingency Plan for Emergency Water Supply. Depending mainly on drought status and weather forecasts, the Plan calls for implementation of four stages of water rationing as follows as warranted by the situation:

Stage 1: Water service under reduced pipe pressure during off-peak hours
All purification plants and booster stations will stand idle some water pumps to reduce pipe pressures during off-peak hours, provided water service to the terminal points of the distribution network can be maintained.
Stage 2: Water service restriction
1.Government agencies must cease using tap water for watering roadside trees and plants and for cleaning sewers or streets.
2.All entities must cease washing external walls, fountains, or roofs.
3. Fire hydrant water stream testing must be ceased.
4. All of the 55 valves controlling water supply for municipal use must be closed.
5. Water supply to high volume users that consume over 1,000 cubic meters per month (excluding hospitals and clinics) and to swimming pool, car washing, and sauna operators must be reduced by 20 per cent.
Special consideration, however, will be granted on a case-by-case basis for important water users in key manufacturing industries that may sustain such huge losses from water restriction as to have a negative impact on economic development or national image.
Stage 3: Water service suspension rotated among zones
Step 1: Divide the entire water service area into five zones. Water service to each of the five zones will be suspended for one weekday, but regular service to the entire area will resume on Saturdays and Sundays.
Step 2: Divide the entire water service area into five zones. Water service to each of the five zones will be suspended for 1.5 days within the five weekdays, but regular service to the entire area will resume on Saturday afternoons and Sundays.
Step 3: Divide the entire water service area into three zones. Water service to each of the three zones will be suspended for one day every three days, but regular service to the entire area will resume on Sundays.
Step 4: Divide the entire water service area into two zones. Water service to each of the two zones will be suspended for one day every two days, but regular service to the entire area will resume on Sundays.
Stage 4: Water supply at specified times and for limited periods
Divide the entire water service area into two zones with water being supplied alternately to one of them for 12 hours in every two days. Depending on situations that may arise, however, water trucks will deliver additional supplies for, in order of priority, subsistence, medical, national defense, industrial and commercial, and other purposes.
